215 EC won't accelerate past 2200 RPM

I have a 99 215 EC with 155 hours. Merc 5.0 with 2bbl Mercarb. Bought as a project 4 yrs ago. Replaced/rebuilt everything in the fuel system 3 yrs ago. New fuel pump, rebuilt carb, removed and cleaned tank, new check valve. Did full tune up 2 yrs ago. Plugs, wires, cap, rotor, timing. Had it in the water all season 2016, ran great. Winterized it at the end of the season, anti freeze, fogging oil in the carb while running, stabil in the gas (almost empty tank). I had no time for it last year as I was busy with other projects. So it remained winterized until the beginning of this season (about a year and a half). Put it in this year, filled the tank with marine fuel (no ethanol), starts right up, idles very smoothly. Take it out on the water and it will not go above around 2200 RPM. Throttle continues to advance, boat doesn't respond. No real bogging, no noises, no stalling, no sputtering, no noticeable misfires. Runs smooth the entire time. No alarm. Temp stays at 170. Just will not accelerate past 2200.

I've sprayed carb cleaner in the carb, played with the choke a bit, replaced the fuel hose, replaced the water separator (no water in it). Been out on 3 trial runs and it's the same thing every time. Maxes out at about 2200 and that's it.

Today I removed the little filter inside the carb. It had a couple little pieces of debris but nothing concerning. I removed and am going to clean the carb but I don't think that's the issue.
