210 anchor locker plastic piece

Ive owned a 2001 210 br sig for over 10 years and I have never figured out what or how to use the black plastic piece with 2 aluminum tabs on either side of the molded recess inside the front anchor locker. Google has not been able to figure it out under my command either. Anybody have insight into this?

It's an anchor holder to hold a fluke style anchor. While it will hold one, it's best to upsize to a larger one, which won't fit into it.
