yesterday while on the water it felt like I lost power steering, it was very stiff to turn the wheel . While docked with the engine off, if I turn the wheel it had this click click click (ratcheting) noise/feeling to it. It's a 250 Verado Mercury Outboard. Any idea what it could be?
