What is typically the culprit when the fresh water system pump doesn't stop pumping when it reaches pressure.

Either a bad pressure switch, a leak, or an empty FW tank.

In addition to what @bbwhitejr said, also make sure your lines are bled of any air. A lot of air in the system can keep the pump running.
