Sad to hear about the loss though hopefully others will learn from their misfortune.
In our area, water patrol will board your vessel and if you are intoxicated and the keys remain in the ignition they will site / arrest you. Cracking down hard which is a good thing.

Hard to feel sorry for such blatant stupidity. Drinking and boating is like playing Russian Roulette with a loaded weapon. I do feel badly for the families to which these fools belonged.
