1998 sundancer 370 engine hatch lift no power

My engine hatch tried to open this morning (sounded weak). It opened enough to get it manually opened, but now there is no sound when I try the hatch switch. Now there is no power at the hatch motor (checked with volt meter).

Is there a fuse or a breaker somewhere? I have an experienced power boat friend helping, but he is stumped.

The breaker is at the helm. Directly under the steering wheel.
