1995 Sea Ray Sundancer motor tilt issue

I have a 1995 sea ray sundancer with twin I/O 4.3lx mercruisers. So my trim and tilt were working perfectly fine. I re did the heads on the port engine. Got everything together (boat fired up and that problem was solved). Well I was doing function checks and my motors won't tilt all the way up. Everything else works with tilt and trim. They both start to go up and stop half way. No clicking, no pump running, they just stop going up. I have to use the trailer up to raise them the rest of the way. All help and suggestions are appreciated.
 
I believe that's how it's supposed to be. You don't want them coming the whole way up with the little buttons on the shifter throttle levers.
 
They went up all the way two days ago. I checked everything when I pulled it out of the water. Wanted to make sure I didn't have other issues that needed fixed while it was on the trailer.
 
I believe there is supposed to be a limit switch on the outdrive that prevents the whole way up with the throttle controls. All my boats that had outdrives were like that. Whole way up was "push to trailer".
 
As mentioned, that is exactly how they system is supposed to operate. This is to make sure you don't trim the drive too high while the engine is running, causing damage. I'm not sure why you WERE able to use the "trim" button (on the stick) previously to "tilt" the engine... possibly you confused something?
