1989 190BR Hydro locked

Hello all. Took the boat out for the first time in two years and quickly ended up stranded. Wouldnt turn over and battery was brand new, so my stomach climbed in to my throat knowing what I might fine. Pulled the cover to find top of engine covered in milky oil. Got towed back to ramp, trailered, and back to my shop. Im sure its hydro locked. My questions is.. Am I certainly in for a new long block?. What about rebuilding current engine? Although after machine work and extent of parts that may be damaged, that may prove to be too much work in lieu of a long block. Fairly new to boating and not sure what I did wrong to cause this. Im assuming lack of winterization is what caused it, but wasn't sure if there was a more common cause.
