1988 4.3L v-6 doesnt seem to have full power beyond 3,000 RPM's?

My starboard engine doesnt want to get to full power. Fine at start up through idle and getting the boat on plane. Once they reach +/- 3,000 rpms, the starboard engine won't get to full power? The sync gauge shows the port engine overpowering and the starboard engine gets to/over 4,000 rpms on the gauge, but sounds 'funny'. It's not 'missing' or stumbling. Just wont get to full power? I changed the water separator filter cartridge and the small plastic fuel filter at the carburetor (which was dirty), but still experiencing the problem................ Any thoughts?? Thank you!

I'd look at cap/wires/rotor, and points if that motor still has them.
