tilt and trim

Hey I'm looking for some guidance on a problem with my outdrive not going down on its own. I either have to have someone push down on the outdrive while I hold the down button on or continuously work the outdrive up and down until it goes all the way down. (The outdrive goes up with no issues)...

88 searay 100 hp outboard hit a sand bar at Lake Powell, knocked motor out of the water...tilt works but trim wont go down and motor comes out of the water in reverse. How can I fix this?
