c-charger

hi, 290 DA is plugged in to 110v plug. The AC panel is only reading 70v... is this normal? I have never plugged to the house before. On marina power it is always 110v indicated. The batteries are all fully charged (from battery charger not boat charger), all three at 12.6 - 12.7... c-charger is...
