Thanks alot for the help guys! Turns out that the y/r wire had a chunk missing and was shorting on a bracket!!!

Starter will not jump by terminals but will if you hook to battery?

No. The drain plugs in the manifold and block. He was supposed to fog em and put em back in...worst 110 bucks I ever spent smh. The boat filled with water up to the starter and burnt it up. Now I've replaced starter,solenoid,new batt term,cleaned connections,checked for power at slave and...

Ok so I have 12v at y/r when switch is thrown. Motor isn't seized turned the crank with breaker bar and everything moves including flywheel.

12v on r/p,good ground on solenoid. Should the y/r wire from the switch to the slave be hot continously or only when switch is thrown to make contacts close?

Put on new negative cable,cleaned up ground stud...still "click"

I have bench tested the starter which is brand new and its a brand new battery as well setting at 12.75 without a load.

I have a 99 marada 226 4.3l. When it was winterized the mech left the plugs out and failed to tell me...well you can guess what happened. I've replaced the starter and slave solenoid,cleaned all connections,have power to everything and still just a "click". Mine does not have the circuit breaker...
