I'm about to do this same job on a 2000, as ling as you have the ability to hoist the engine, it isn't that bad. Slow and steady. Just have to disconnect everything before you attempt this and be aware of lines and cables that need to be removed you didnt catch. I'm dreading taking the engine...

I really dont know about the burn, but I can tell you I've read and believe at that RPM level your only using the primary jets and will get better fuel economy, the secondaries should open up after that. That's a rough estimate though.
Mine will do 25 at 3200 trimmed all the way up with two adults and full tanks, less with more people.
The trim up button only works if the solenoid for the up switch is working. Check it out and also the trim limit switch on the outdrive has to be set correct or it thinks it's to far up.
