George Washington started the system and process of Executive Orders. He needed a way to establish policies expressing his constitutional authority to his government.

Now apply your argument to Hillary who by keeping such material on a private unsecured computer put said info at much greater risk.

That is a great explanation of an EO. An expression to his government. It is not binding on other presidents.

And again, Who is it that has this authority over the president and controls how that president classifies, declassifies, and what documents he can and cannot take?
 
He controls classification while in office. 100%

Not custody!!!! Once he leaves office that is codified in the PRA as the role of NARA.

Prior to that he possess the power to classify, declassify, and destroy, documents and once those documents are declassified he can take them with him.

please specify the specific powers and the penalties associated with PRA.

Read the fucking thing. You are wrong about custody. Or are you saying it doesn’t matter that there is a law, he can do it anyway??

The specific line is that legal custody immediately transfers to NARA at the end of his term. Immediately.
