I probably could through bolt it if the offset is enough to allow space for a nyloc nut back there. All depends on how thick the flat stock is. Might even be easier than a drill/tap. Only problem I forsee with backing nuts is that there are screwheads behind there that hold the bracket in place. As i mentioned above, this water pump is NOT the OEM. It's a common aftermarket Jabsco and, as such, whoever replaced the original pump did a fairly intricate job of modifying the setup with a flat plate of steel sandwiched btwn the pump and the bracket (see photo in post #1). The flat steel is drilled and tapped with two separate sets of holes. One set holds the pump to the steel, the other set holds the bracket to the steel. Pretty nifty job actually. You can see what I'm talking about if you look at the pic in post #1. But the tapping idea came from my Dad and was based on the existing setup and it's success.
Yup, I see what you're talking about. Either way would probably work though.

Like Frank said, cast is difficult to weld. If it isn't cast, you could just fill in the space with weld and then grind it flush and finally drill holes to open it back up to a slot.

Another way to do it would be to duplicate that bracket in two pieces. If you can imagine that piece as angle iron which bolts to the pump, then weld a piece of flat stock to the front of that angle iron that you have already cut a slot into.
