Stray voltage is your most likely culprit. Check the line for voltage. Also I always clean mine up with new terminations and spray them with battery terminal spray, it’s red and makes sure it’s not an environment issue. Where is that particular bonding line going?

It doesn't appear that it's a particular line but the block itself. But I will trace that line all the way to the right to see where it goes.

 

How do you clean them before the spray?

 

I brush the crud off and then spray with CRC Contact Cleaner.

 

I use a brush as well. To be honest you probably need to clean all of the connections and the block with a wire brush and then re terminate each terminal. Battery terminal cleaner will help you clean the crud.
