Your anchor roller is likely made by Windline. You can get the rollers from them. They are not cheap, though, and if you want to save a few bucks you can probably get away with a trailer roller for the aft one - it doesn't take as much abuse as the forward one.
I make these all the time, from solid Delrin. I also machine the thru-bolt with a grease passage and a zerk fitting, so you can keep them lubricated and spinning freely. We discussed this a while back on CSR - see this thread:

Thanks Creekwood. I looked there (from your link in another post) and I dont see what I need. Here is what our boat has, just like @onthejob posted in that old thread "The dimension are 3 inches wide, 4 inches in diameter and a 3/8" hole for the bolt. The angle is very steep for the plow anchor to lock in place. The next one back is smaller, 3 inches wide, 3 1/4 inches dia and more of a flatter roller with a channel to center the rode and chain"
