Best definition I could find:

LENGTH (L) is the horizontal distance between the outboard side of the foremost part (bow) of the hull and the outboard side of the aftermost part (stern) of the hull. It does not include bowsprits, rudders, outboard motor brackets, swim platforms that do not contain buoyant volume, and other similar fittings and attachments that are not part of the buoyant hull envelope.

They'd never make it in marketing - Bigger numbers Bigger $$

On my 330 I sometimes run at night with my dingy tilted up on its side towards the transom. (I use weaver davits). It blocks the stern light. But I have a separate switch for Nav Lights and for Anchor. The anchor switch lights up both front and back of the white light on the arch so I run with both nav and anchor to meet the rules for my size boat (under 40ft).

I have thought about painting the name of the boat on the bottom of the dinghy, but decided not going to bother. Its not required to have the vessel name visible for an undocumented boat so no real reason to do it.
