If any one has this engine on a dinghy and it does not idle you probably have dirty carburetor. We have this engine as a fishing motor on the jetboat and it would not idle. I ran a can of Sea foam through it and it got a little better. I took the carb off and cleaned it. It was 99% clean except for a few black flecks in it. Took 2 hours from start to finish. Used half a can of carburetor cleaner and have a compressor so blew out all the areas. Without compressor do not think I would have got the black flecks out.
