Winter gasoline oxygenation

i always forget exactly when gasoline (at the pumps on land) is oxygenated - winter or summer? i do know that the oxygenation process affects gas mileage. i was also under the impression that, while we all now suffer from E-10 and MTBE is a thing of the past, the oxygenation process was discontinued. am i wrong? i only ask b/c i've noticed a slight drop in MPG on the car for the past month or so. :huh:
 
e10 is not everywhere, just in high pollution areas. We have a choice of e10 or untreated fuel. MTBE is out here.
 
hey, is that a thinly veiled insult pertaining to air quality here in new (cough, gag, wheeze) jersey? :grin:
 
The air in Jersey gets really bad when the strong West winds are a blowin'.....those Mid-Westerners sure can put up the smoke signals....:grin:
