What's up with my hydraulic swim platform?

Move over mrsrobinson, my turn to blast the site with a million questions on my new to me boat!! Ha!

The hydraulic swim platform really really wants to go down but it doesn't. It feels like a physical lock is stopping it. I wasn't too concerned during the survey because it has power, moves down about 2-3" and then stops and pops back up.

Could low fluid cause this? A leak somewhere? Is there a locking mechanism for winter storage, etc?
