What is this?

Does anyone know what this thing is? I have a hunch that its an air compressor for my air horns but i cant be sure. Do any of you classic owners have the air horns with the big a$$ tank somewhere in the boat? Mine is in my hanging locker but its not hooked up. Maybe this is why.

uhhh i dunno lol. HOw do I test it out? The PO told me the air horns never worked but handed me this part along with some others. The tank in the closet had a power and a switch wire hooked to it but the air hose didnt have anything attached. I guess I can try to hook it up but it looks like it might be a pain.
