Weird Ignition Issue

Using a 2 battery Perko switch on my 1983 207. 350 with 228 drive. All fine until this year. Battery 1 is usually weak and does not always start the engine. I turn the ignition off and switch to either All or #2. While switching the batteries, the starter cranks a couple of times although ignition is off. I have replaced the alternator, rebuilt the starter and solenoid, replaced the ignition wire, replaced the slave solenoid and replaced the battery switch with no cure. Had very heavy rain during the off season and got a lot of water in the boat. Thinking about a short somewhere but that it happens when the ignition is off has me perplexed. Suggestions?
 
Sounds like bad ignition switch. Also, how old are batteries, most electrical issues start at battery
 
Old ignition switch checked out fine but I replaced it anyway. No help. Batteries are about 1 year old.
