Waterproofing piano hinge on transom locker

My transom lockers on my 500 DA appear to have some sort of “wrap” on them which is deteriorating. When I wash the boat or rain, the water gets into the locker making everything nasty in those lockers. Does anyone know what that material is? I would like to replace it.

I believe that wrap on them is "Vinyl". You should be able to separate the vinyl and put new down.
