water tank suction problem

I fill the fresh water tank to overflow and all works fine for about the 1st 5 gallons used from the 28 gallon tank. Then, it sputters a little and no more water. The on demand pump continues to run until we shut of its power so its trying to pump water.

Is the problem the suction line is only reaching the top portion of the tank or could it be a pump problem? Pump is ok when the tank is full.

Sounds like you are sucking air somewhere my friend. In my tank, there is a draw tube that extends from the top of the tank down to near the bottom of the tank. If this tube is perforated at all, you will be able to draw water down to that point and then you will start to suck air. This may be the source of your particular problem.
 
Check the filter ahead of the pump also.

Sorry I did not respond promptly. I will try these suggestions when we return to the boat in the spring. We are looping and the boat is in NY and we are in Texas
