Trim Tabs Stuck?

I think one of my tabs or both are stuck. The boat has been in the water since April. Would growth freeze these up? Any suggestions on un-freezing? While docked I did try to lower and visually they didn't seem like they dropped at all.
 
Can you hear the motor trying to move them? Most of the older Sea Rays use Bennett trim tabs I believe. Found this trouble shooting guide on there site. Could be low fluid? Fuse? Or I guess they could sieze up. http://www.bennetttrimtabs.com/trouble.htm

Make sure you did not do like I did. Only one time then I remembered. :smt021
The switch on the port side controls the starboard tab.
 
I do hear the motors running. The are Bennet tabs. It sounds like they are wired where the switch is on the side of the tab it runs. I'll try checking the fluid and the troubleshooting link. Thanks for the advice so far!:smt001
