Tohatsu engine keps dying on me

I just started using my dinghy with a tohatsu 2hp two stroke engine. I filled it with gas (and oil) and it keeps dying on me after about 45 seconds, I checked the fuel switch. It is on after I wait for 2 to 3 minutes it starts again and it dies again the same way.

Any ideas?

my 8 hp did the samething, i drained as much fuel as possible and then opened the carb bowl drain and (mayo) came out, i did this two times and used fresh gas and now runs like a champ and it's like a 1986
ps installed new plugs too
