Tab deflection question

I'm finally getting ready to launch, even though the weather still stinks up here, and doing some final checks.
I was checking the trim tab operation and noticed that they don't deflect down very far, even though the piston seems to be extended out. I forgot to take a picture of up vs down but it doesn't seem much different.
Is this normal? I bought this boat in the fall and only did a short sea trial and never thought about the trim operation
 
The standard travel for a Bennett actuator is 2-1/2", but we have made some custom ones for SeaRay with less.

It's not a lot of deflection with the Tab, only about 20 degrees or so. But id you deflect a Tab more than that it starts to make too much drag in relation to the lift it creates. In other words it stops being a lifting surface and turns into a brake!
