Fiberglass swim platform is cracking where the ladder bolts on. I don't know if I should use fiberglass cloth or mat on this,or some thing else
 
Are the cracks you're seeing just spider cracks on the gelcoat or do they look like they go down through the surface to the underlying material?

When weight is put on the ladder you can see the brackets flexing into the platform. I'll try to get a pic of it on soon.

Odds are that water intrusion has rotted the wood coring inside the platform if it's flexing that badly and the glass is cracked.

There's a thread or two on this, try a search. Likely, you're going to need to cut out the skin on the underside of the platform, remove the bad area(s) of coring, and re-glass it. Luckily this type of repair can be done from the underside, which won't be visible once done.
