Swim Platform Replacement

I was recently involved in a boating accident where in MY 2014 220 Sun Deck was hit from the rear by a Sea Doo. No one seriously injured. Insurance has paid for the estimated amount to replace the damaged swim platform. Can anyone tell me if the bolts on a the factory installed Swim Platform are through hull with the backing nuts affixed to backer plate and then incased in fiberglass or are they installed as individual through hull fasteners.

The platform is through bolted but I don't understand what you mean by being encased in fiberglass. Bolts would not be installed and then covered by glass.
