Should you experience this condition DO NOT USE A HAMMER, even a brass hammer will do damage if you pound on the shaft too hard.
There is a tool you can easily modify to safely remove the cylinder.I have found that most other tools do not fit or work .
A pitman arm remover tool . With a slight modification to widen the jaws and maybe a slight grinding to thin the base a bit to slip behind the cylinder. This will remove the cylinder. The plastic insert may be damaged in the process due to the thread but the bushings are replaceable .The cause is -corrosion between the cylinder and the plastic insert. corrosion crushes the insert making removal extremely difficult.
