stringer and deck replacement

I just started demo on my 86 210 cuddy and noticed the stringers do not touch the bottom of the hull. The gap is filled in with flotation foam. Is this the best way to reassemble ? Doesn't seem to be structurally sound. If it is then what type of foam should I use ? If not how should I assemble and with what materials ?

just a guess but dont think stringers are supposed to touch hull think its called hard spots, so hull doesnt crack.
