steering problem

I have a 1980 sea ray I just got and it is very hard to turn. I don't know if this model is suppose to have steering ass. or it is just cable steering can any one give me some advice please and if it is cable is there anyway to make it easier.

Info on what Boat it is and power train would help.
I see merc 140 im guessing it's a sterndrive.
Does the motor have a power steering pump?
