Ihave a 1981 260 weekender and when i hook up my shore power then flip the main breaker on the ac panel it trips the dock outlet? when i test for reverse poulairty the test switch shows ok, I am doing the reverse polairity check before i try the breaker! anyone with any thoughts?

Is everything powered "off" at the panel when you turn on the main breaker?

Yes , i even removed two other circuits from the board and only left the main breaker on the panel. I have since checked the main breaker with an ohm metter with power disconected from the boat. With the breaker in the off position readings weretop bar white to green continuity, 2. white to white no con, 3. black to black no con. With breaker on breaker on top white to green con, 2. white to white con., 3. black to black con. Do you know if that top bar should have continuity in both th on and off position or is the main breaker shorted out? thanks for your reply.
