This is probably a setting question vs. a bug. With the new blue screen you need to scroll back and forth laterally to see what you are typing unless you center the blue bar between the arrows at the bottom of the screen. What setting do you adjust to see the entire reply you are writing without moving the text box?
 
Does it work better for you with the navigation column on the right as it is now? I know you will still need to scroll to see the navbar but at least you won't need to scroll for the forum. Does this work?
 
I think you would adjust the size of the display on your monitor, as measured in pixels. But before you go changing things, even if you can, maybe you should wait till the bugs get found in the new layout.

What it looks like to me is that everything will resize OK depending on screensize except the CSR logo at top left and the boat at top right. The top left logo is 564 pixels wide, and the boat is 436 pixels wide. Total of 1000 pixels. So maybe the screen is made for a 1024 x 768 display. That would make it scroll on an 800 x 600 display.

I see Jim has asked about how it is with the nav bar on the right. But I think the only thing that makes it scroll are the two images side by side at the top; the logo images. If the right cloud were removed and the image narrowed, and the boat downsized to a sundeck, scrolling would be less.
 
The images up top overlap so they fill in the whole screen width. They will not go smaller than a certain amount though.

Dave M is correct, anyone with a screen smaller then 1024 will have to scroll left to right and that is because of the top two images as he said.

But I see that the two top images are only the first thing to cause scrolling, not the only thing. Fixing them just brings up the next width limiting items. Probably better to leave well enough alone, it is fine on my monitor.
