I am not convinced my RPM gauge is working properly, I currently have a 15 Pitch prop and will only pull approximately 2000 RPM until reaching plane. After reaching plane we can reach 39 MPH but still only turning approximately 2600 to 2700 RPM according to the current gauge. Without having anything to base this against it does not sound correct to me.

I'd agree. These are the least accurate instruments we have. Some can be fixed by accessing the back of them and switching the 4/6/8 Cylinder switch back and forth a few times, then setting the correct setting (number of cyl in engine), and then trying it again.
 
Sounds about right for a diesel! But for a 260 I would think you'd be up in the 3s somewhere. You could add in a Tiny Tach. They are cool, can even get them with hour meters etc. Only problem is they look out of place on a classic Ray but I guess you could place on where it's inconspicuous (SP?) yet still observable.
