Nope, it is not unless your driving through and it is locked and unloaded. Please don't stop for gas, breakdown or stop and grab lunch or little anti NRA people will hunt you down. They will however allow you to go through a drive thru if your engine stays running. I was in DC last year visiting family same issue as Chicago. Some States might want to take a look at the crime rate vs States that have CPL and allow retired POs to carry without special permits. But who knows maybe if we all stop carrying everyone will just start singing and get along. Crime will vanish and we can leave our houses and boats unloacked.
