Replacing steering arm and shaft B3

I got all the hardwork done ripping everything apart.Heres a problem.It has me stumped.I was getting ready to knock new bushings in.They won't fit.It really looks like its brass and doesn't need bushings for steering shaft.And the new shaft fits nice and tight without .Anybody have thoughts or know?Thansk
