Reinstalling upholstered side boards

Just bought 89 sea ray sundancer 220DA. I had wiring problems with the trim button and in repairing found rotten wood in the upholstered side panel. I got it off and am in the process of replacing but can't figure out how to get the panel back on. How do you get the bolts tighted up. Can't get hand and arm in the little hole for throttle. Can anyone offer up some experience or suggestions?

Down in the aft cabin, there is a panel that can be removed and you should be able to reach all the fastners.
