I have read that channel 28 ( upper chesapeake bay) has an automated radio check. I appears I have some issues with my trusty Raymarine 215 and I have tried on many occasions to get a reply on my radio check. Has this worked for anyone?

Are you referring to the new automated system put out by Sea Tow? http://www.seatow.com/boating_safety/ARC.asp

If so, here are the channels for the Chesapeake that are listed on that page. Maybe you are just tuning the wrong station?

Sea Tow Northern Chesapeake (Md.) - Ch. 27
Sea Tow Central Chesapeake (Md.) - Ch. 27
Sea Tow Lower Chesapeake(Va.) - Ch. 26

Also, you do have to be pretty close to the station for them to work correctly. I've read less than 10 miles or so, as they are set up to emulate "real world" radio comms as much as possible.
 
In the lower Chesapeake, near Norfolk and Virginia Beach, Channel 28. As Gunn said, maybe 10 - 15 miles depending on antenna heights.
