If it melts off easily it may just be excess blue sealant shown above.

If it doesn't then you can rule this possibility out.

There should be no sealant of any type in those areas. If that is some sort of sealant i’d be a bit concerned.

I mispoke - that blue stuff is a kind of pipe thread/gasket/fitting teflon kind of joint compound.

I should not have used the word "sealant"

The product is not a sealant, but more of a Teflon kind of grease
 
Still those joints are O-Ring seals and should only have a light coat of Metalube on the rubber O-Ring so the joint can slide together.

The chrome piping is carrying seawater from the seawater pump to the inlet on heat exchanger and then from the heat exchanger to the after cooler. I have to assume the blue is seawater corrosion and not antifreeze because I don’t believe there’s any antifreeze at those connections.
