Problem with toggle bolt for Weaver davit installation

I am trying to install a Weaver davit on my swim platform. The problem is when inserting the toggle bolt into the hole I have drilled, it will not lay flat against the balsam b/c of the "foam" interior. Any suggestions or solutions? PLEASE!!!!

While I have essentially the same boat, I really don't follow your description of the problem. I've installed drop cleats on the swim platform so I've spent some time back there. What 'foam' interior??? Picture?
