Power Steering Repair

I have a 19 foot 2001 Sea Ray Sundeck that has about 250 hours on it. Last week I took it out for the first time this year and the power steering was not working. Fluid levels were OK, so not being mechanical enough to do much on my own, I took it to the local marine repair shop. I am told the power steering pump needs to be replaced along with the steering cables. I am being quoted approximately $500 for the pump, $200 for the steering cable and $500 in labor for a $1200 total.
I am just looking for a sanity check here - does this seem like it is a reasonable estimate to fix? Should an 8 year old boat have such issues typically. It is stored inside almost year round.
