Outridve trim problem - won't raise or lower

Just discovered that my starboard outdrive will not raise or lower with either the trim button or the trailer button. Just clicks with either button. Other one works fine.

Any thoughts on what to look for? Still covered by warranty but prefer to fix myself if easy enough.

loose power connections at the battery or pump unit
defective solenoids, corroded buss bar

It just occurred to me that I still have 2 of my batteries removed. Would that account for it? I didn't think so since I heard a click and assumed it was getting power. I will put batteries in tomorrow and re-check connections.
