out drive wont trim fully down 1980 srv 245

we replaced tilt rams and lines , bled system as per manual , and units both stop just
short of full in.

are there any differences between rams with internal lines and external lines or maybe the lengths are off .

we bought the boat last fall and the previous owner had problems with the tilt not going down all the way


any help will be appreciated

I just happened to be reading my service manual so I looked up the Trim/Tilt section and here are the suggestions for units not returning to full down position.
1. Internal resistance in one or both cylinders
2. Air trapped in system
3. Low pump pressure
4. Frozen U-Joints
5. Defective trim solenoid
6. Defective switch

1 and 2 probably don't pertain to you since you already fixed those potential problems.
