Options for Bow Stop/Catch

U-bolts are easy to use and easy to find - and are MORE than strong enough. Many trailer frames are put together with U-bolts... this is very much a light duty application compared to trailer frames. Nothing wrong with welding, as long as you know what you're doing, but you might just want to keep it simple here.
 
If I didn't have the welded by the factory reciever tubes, I would have bolted it together. Like the mounts for the cradles for stowed guides. Unless it's a factory weld, I wouldn't weld on the frame. I have seen way too many cases of failed frames. And a weld by anybody other than the factory places all liability on that person. If you have a failure, they can place you liable. If someone gets hurt in a accident you could be at fault even if your not. DOT can be a bitch sometimes.
