On board charger questions

Just two basic questions really.
1. At what point does a charger kick on and off? Does it begin charging at say 11.5 volts and shut off when the battery reaches its full capacity? I could not find this information on the ProMariner website.

2. I'm sure that they can not expect to last forever. What could cause a charger to die or not charge?

Charger will always be outputting. Usually 13.6 volts once batteries reach full charge. 14.6v or so while charging. Never not outputting.

Blown fuse inline to battery or blown internal fuse will make it not charge.
