Norcold Fridge - Wrong Fan?

My Norcold fridge, model DE0051 was recently repaired after it had stopped working. I was told that the refrigerant was low and the small fan below the compressor was bad. The fridge is still sitting in my garage - It is working but I noticed two things: First the new fan is a 24v fan and there is very little air movement when running. Second, the fan is on whenever the compressor is on. Here is my questions:
Does anyone know the fan model # or specs from their unit? Seems to me that the fan should be 12v, not 24v. This may account for the low air flow.
Second, where are the fan leads attached? In reviewing the owners manual, it states that the fan will go on only if the ambient temperature is above 95 F. The leads on my fan are attached to the leads on the compressor, so it makes sense the fan and compressor run at the same time. However, I get the sense that something isn't right.
Help is appreciated!

online manual state that model can run on 12 and 24 v - I'm thinking that is reason why 24 v fan is being used

if you want to try put additional fan blowing air on compressor and check if build fan will shut off
maybe fan thermostat is broken or temperature where thermostat is installed is really above 95 deg (most likely inside power supply or right on compressor)
