The past couple times I've flushed my 2011 4.3L MC on the muffs I have heard a faint whistling sound coming from around the prop. It's not constant and I have good water flow around the housing but just a trickle coming from the prop which concerns me. Should more water be shooting out the prop? Any thoughts on the whistling?

Can't say I've heard a whistle... but I also can't say I've listened that closely. It could just be the way that the exhaust is exiting.
The water part of your question is normal. Most of the water comes out of the two holes on the bottom of the transom plate (should not just "spit" out, by the way - should flow nicely), but some comes out with the exhaust.
