Is it normal for the dealer to deliver the boat to you with absolutely zero brake fluid in the trailer master cylinder?

Not unless they also include a hole in or loose brake line (Grin)

My wife is a Mississippi State fan and she said no Vols flag on her new boat.

It might actually be a small blessing to be without brake fluid seeing as how my back-up lights don't work on my truck so the brakes wouldn't disengage when I put it in reverse.
We'll just add brake fluid to the list of several things my dealer forgot to do.
